NDC Community & Public Facilities Project Portfolio

NDC became a direct developer of public facilities in order to meet the needs of our client communities for certain public projects which could not be built using conventional public building processes and financing. Since we began this service our development arm, the Housing and Economic Development Corporation (HEDC) has sponsored, financed and developed projects totaling nearly $1,000,000,000:

  • public office and municipal buildings
  • education and library buildings
  • research, medical office and laboratory facilities
  • recreation, transportation and parking facilities
  • student housing
  • infrastructure

As sponsor or owner/developer NDC HEDC is responsible for:

  • Design and costing
  • Creation of the development budget and proforma financial information
  • Review of project feasibility
  • Identifying and securing private sector financing
  • Finding and securing public sector financing as needed to fill gaps
  • Finding and securing equity
  • Development of an RFP or RFQ for all contractors
  • Negotiation of all contracts
  • Obtaining legal opinions
  • Closing the deal Oversight and management of project implementation and construction
  • Evaluating and selecting competent property management
  • Operating the facility after completion
